Student Loans and Scholarship Obligations of Health Care Practitioners: Establishing that a health care practitioner’s failure to repay a student loan or to comply with service scholarship obligations does not constitute grounds for disciplinary action; removing a civil fine; removing the requirement that the Department of Health investigate and prosecute health care practitioners for failing to repay a student loan or to comply with scholarship service obligations, etc.
SB 120: Naloxone in Schools

Naloxone in Schools; Authorizing a public school to purchase a supply or enter into an arrangement to receive a supply of the opioid antagonist naloxone for a certain purpose; requiring the school district to adopt a protocol for the administration of naloxone; providing that a school district and its employees and agents and the physician who provides the protocol are not liable for any injury arising from the administration of the naloxone pursuant to the protocol, etc.
SB 204: Delivery of Nursing Services

Delivery of Nursing Services; Creating the “Florida Hospital Patient Protection Act”; requiring that each health care facility implement a staffing plan that provides minimum direct care registered nurse staffing levels; prohibiting a health care facility from assigning unlicensed personnel to perform functions or tasks that should be performed by a licensed or registered nurse; requiring a direct care registered nurse to initiate action or to change a decision or an activity relating to a patient’s health care under certain circumstances; prohibiting a health care facility from interfering with the right of direct care registered nurses to organize, bargain collectively, and engage in concerted activity under a federal act, etc.

Department of Health; Requiring the Department of Health to develop strategies to maximize federal-state partnerships that provide incentives for physicians to practice in medically underserved or rural areas; revising licensure requirements for a person seeking licensure or certification as an osteopathic physician; extending through 2025 the Florida Center for Nursing’s responsibility to study and issue an annual report on the implementation of nursing education programs; requiring dentists and certified registered dental hygienists to report in writing certain adverse incidents to the department within a specified timeframe; revising athletic trainer licensure requirements, etc.

Conversion Therapy: Prohibits specified licensees & practitioners from practicing or performing conversion therapy on individual who is younger than specified age; provides that such licensee or practitioner is subject to disciplinary proceedings by DOH & appropriate board.
HB 59 – Automated Pharmacy Systems
General Bill by Willhite
Automated Pharmacy Systems: Authorizes community pharmacy to use automated pharmacy system; provides that certain drugs stored in such system for outpatient dispensing are part of inventory of pharmacy providing services through such system; requires Board of Pharmacy to adopt rules.
HB 77 – Student Loans and Scholarship Obligations of Health Care Practitioners

Student Loans and Scholarship Obligations of Health Care Practitioners: Provides that failure to repay specified student loan by health care practitioners is not considered failure to perform statutory or legal obligation; repeals language relating to health care practitioners in default on student loan or scholarship obligations; deletes provision relating to the immediate suspension of health care practitioner license upon default on specified student loan.
HB 107 – Prescription Insulin Drugs

Prescription Insulin Drugs: Requires individual & group health insurance policies to cap insured’s monthly cost-sharing obligation for covered prescription insulin drugs at specified amount; requires health maintenance contracts to cap subscriber’s monthly cost-sharing obligation for covered prescription insulin drugs at specified amount.
HB 149 – Medical Marijuana Treatment Centers

Medical Marijuana Treatment Centers: Requires DOH to license any entity that cultivates, processes, transports, or dispenses low-THC cannabis, medical cannabis, & cannabis delivery devices as medical marijuana treatment center; removes provisions limiting number of applicants that may be licensed within specified timeframes as medical marijuana treatment centers; removes provisions limiting number of dispensing facilities that may be established or operated statewide or regionally by medical marijuana treatment center.
HB 151 – Use of Regulated Substances

Use of Regulated Substances: Prohibits physician from issuing certificate for marijuana in form for smoking to patient under 21 years of age; provides information for informed consent form; prohibits sale of flavored liquid nicotine products intended for certain uses; revises age for smoking near school property; revises prohibited age related to sale, delivery, gift, possession, & purchase of tobacco products; revises provisions relating to restrictions on sale & delivery of nicotine products or nicotine dispensing devices.
